VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1806. 57

A petition from Robert C. Stone, and others, praying that a sum of money paid by their father on lands in
Allegany county may be refunded to them, was preferred, read, and referred to Mr. P. Stuart, Mr. Chapman,
Mr. Bruce,. Mr. Briscoe and Mr. Beall, to consider and report thereon.

The house resumed the consideration of the bill for the encouragement of learning in this state, and for other pur-
poses, and the question was put, That the house reconsider the 2d section thereof? Resolved in the affirmative.

The question was then put, That the words '" 960 dollars" be stricken out? Resolved in the affirmative.

On motion, the question was put, That the committee fill up the blanks in the second section with the several
sums which each county may be entitled to, according to their calculation, as founded on the federal census?

So it was determined in the negative.
On further, progression, the question was put, That the following be added to the second clause? "to wit:
provided, that nothing herein contained shall affect, or be construed to affect, the donation heretofore given
by law for the use of an academy to be erected in Baltimore or Harford county, out the same shall be subject to
the orders or the trustees herein named, of the said respective: counties, in the proportions hereafter to be pre-
scribed by law. " ' Determined in the negative.

On motion, the question was put, That the farther consideration of the said bill be postponed until to-mor-
row? Determined in the negative.

On motion, the question was then put, That the following be inserted after the second clause? to wit:
" And be it enacted, That the sum of eight hundred dollars, annually, shall be paid by the treasurer of the
western shore to the order of the trustees hereafter named, to be applied by them to the payment of a teacher
or teachers in an academy to be erected in Baltimore or Harford county at such place as the said trustees may
appoint, after the erection of said academy. And be it enacted, That James M'Culloch, Thomas Hellen, To-
bias E. Stansbury, major Thomas Talbot, Moses Brown, George Luckett, doctor Hugh Whiteford, doctor Ja-
cob Hall, Elijah Davis and John Moore, shall be and they are hereby appointed trustees for the purpose of lo-
cating, erecting and superintending, the academy aforesaid, and it shall be lawful for them, or a majority of
them, so soon as the said academy shall be fit for the reception of scholars, to draw on the treasurer of the
western shore for the sum of eight hundred dollars annually, for the payment of the teacher or teachers of said
academy; and the majority of the trustees hereby appointed shall be competent to perform any or all the du-
ties directed by this section. " The yeas and nays being required, appeared as follow:
