VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1806. 49

Mr. Kuhn, Mr. Moffit, Mr. Harryman, Mr. Schnebly and Mr. Bowles, be a committee to prepare and bring in
the same.

On motion, Leave given to bring in a bill, entitled, An act authorising the levy court of Harford county to
levy a sum of money for the purposes therein mentioned. ORDERED, That Mr. Street, Mr. Bond and Mr. Da-
vis, be a committee to prepare and bring in the same.

On the second reading of the supplement to an act, entitled, An act for the speedy recovery of small debts
out of court, and to repeal the acts of assembly therein mentioned, the question was put, That the further
consideration thereof be postponed to the first day of June next? Resolved in the affirmative.

The following order was read.

ORDERED, That, the committee of claims allow to such members of the general assembly of the last session,
and the officers thereof, who were present at the close of the session, out day's per diem for their attendance,
and place the same on the journal of accounts.

On motion, ORDERED, That the bill to prohibit the emigration of free negroes into this state, be recommitted
for amendment.

Mr. Aisquith, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of sundry inhabitants of Baltimore, praying the extension
of Pratt-street, in said city, and that they may be heard by counsel at the bar of the house, having duly consi-
dered the same, in order to bring the subject fairly before the house, beg leave to submit the following resolu-
tion:

RESOLVED, That the committee on the petition of sundry inhabitants of Baltimore, praying Pratt street may
be extended, be and they are hereby instructed to prepare and bring in a bill to carry the same into effect.

Which was read.

ORDERED, That the same have a second reading on Thursday next, and that this house will hear counsel on
behalf of the petitioners and counter petitioners for and against the extension of Pratt street.

The bill to authorise the sale of certain lands belonging to the estate of Stephen Wilson, late of the city of
Baltimore, deceased, was read the second time, and the question was put, Shall the said bill pass? Determined
in the negative.

A petition from Kitty Dimmett, praying a reconsideration of her former petition for a divorce, was preferred,
read, and referred to Mr. Chapman, Mr. Frisby and Mr. Jackson, to consider and report thereon.

Mr. Cox, from the committee, delivers to the speaker a bill, entitled, An act annulling the marriage of Ben-
jamin Ferguson and Ruth his wife, of Caecil county; which was read the first, time and ordered to lie on the
table.

Mr. P. Stuart, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the memorial of Frederick Green, printer to the state, report, that
they have considered the same, and are of opinion that his claim for printing the laws compiled by William
Kilty, Esquire, is reasonable and just, and well supported by certificates from some of the most respectable
printers in the United States, shewing the propriety of the same; they therefore recommend the following
order:

ORDERED, That the committee of claims allow on the journal of accounts to Frederick Green, printer to the
state, the sum of five hundred dollars, as a balance due to him for printing the laws of this state compiled by
William Kilty, Esquire.

All which is submitted,

By order, L. GASSAWAY, clk.
Which was read.

A petition from the reverend Colin Ferguson, late principal of Washington college, stating, that he has been
injured by the withdrawing of the donation heretofore given to that institution, and praying some relief, was
preferred, read, and referred to Mr. Frisby, Mr. Winder and Mr. Sudler, to consider and report thereon.

The bill to authorise commissioners to review the roads leading through the plantation of Henry Hershberger,
of Frederick county, was read the second time, passed, and sent to the senate by the clerk.

On motion, ORDERED, That the bill to abolish all such parts of the constitution and form of government as
relate to the time and manner of electing the senate, and the mode of filling up vacancies in that body, have a
second reading on Wednesday next.

The house adjourns until to morrow morning 9 o'clock.

SATURDAY, December 13, 1806.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
On motion, Leave given to bring in a bill, entitled, An act to alter such parts fif the constitution and form
of government as relate to voters and qualifications of voters, ORDERED, That Mr. Martin, Mr. Frisby and
Mr. Mitchell, be a committee to prepare and bring in the same.
