The message relative to the appointment of a senator in the senate of the United States, was read the second
time, and, on motion, the question put, That the blank therein be filled up with the words "the 13th Decem-
ber?" Resolved in the affirmative.
The question was then put, That the house agree to the same? Resolved in the affirmative; which was sent
to the senate by the clerk.
A petition from the descendants of Benjamin Banneker, praying that the clerk of Baltimore county court may
be directed to give them certificates of their freedom, was preferred, read, and referred to Mr. Harryman, Mr.
Aisquith, Mr. Hebb, Mr. Watts and Mr. Bruce, to consider and report thereon.
A petition from Zadock B. Hawly, of Kent county, praying that he may be discharged from confinement,
was preferred, read, and referred to Mr. Frisby, Mr. Comegys, Mr. Pearce, Mr. Carroll and Mr. Sudler, to
consider and report thereon.
The bill to provide for recording certain papers in the register's office of Saint-Mary's county, was read the
second time, passed, and sent to the senate by the clerk.
The clerk of the senate delivers the additional supplement to an act to streighten pan of the road in Harford
county which leads from Underhill's mill to the city of Baltimore, endorsed, " will pass. " Ordered to be en-
grossed.
A petition from John Boudy, late a soldier in the revolutionary war, praying some assistance from the state,
was preferred, read, and referred to Mr. Chapman, Mr. Shaaff and Mr. Belt, to consider and report thereon..
Mr. Shaaff, from the committee, delivers to the speaker the following report:
THE committee to whom was referred that part of the communication of the executive which relates to the
resolution of the state of Kentucky, report, that they have taken the same under their consideration. The ob-
ject of the resolution is, to invite the co-operation of several states, and among others, of the state of Mary-
land, in cutting a canal around the rapids of the Ohio river; and by an act of the legislature of Kentucky, which
accompanies the resolution, a privilege is reserved to the state of Maryland to subscribe for a number of shares
in the Ohio canal company, to an amount not exceeding twenty thousand dollars. The committee do not think
that the interest of this state will in any manner be promoted by subscribing for shares in the Ohio canal com-
pany; they therefore submit the following resolutions:
THE Governor of Maryland having laid before the general assembly of this state, a resolution of the legisla-
ture of Kentucky, inviting the co-operation and aid of several states, and among others, of the state of Mary-
land, in cutting a canal ground the rapids of the Ohio river, and the said governor having also communicated
to this general assembly a law of the state of Kentucky, whereby a privilege is reserved to the state of Mary,
land to subscribe for shares in the Ohio canal company, to an amount not exceeding twenty thousand dollars;
and the said subject, so communicated, having been deliberated on by this general assembly, RESOLVED, That
although the state of Maryland is at all times desirous of co-operating with any other state in an object which
may conduce to its advantage, if the same is not detrimental to the interests of the citizens of Maryland, yet,
in the opinion of this general assembly, it would at this time be inexpedient for this state to subscribe for shares
in the Ohio canal company, in the manner proposed by the legislature of the state of Kentucky; the state of.
Maryland therefore declines the privilege of subscribing for shares in the Ohio canal company, reserved to thia
state by the act of the legislature of the state of Kentucky, entitled, An act to amend the act incorporating the
Ohio canal company.
RESOLVED FURTHER, That the governor be and he is hereby requested to transmit a copy of these resolu-
tions to the governor of the state of Kentucky.

Was read the second time, passed, and sent to the senate by the clerk.
The resolution relative to the furniture of the senate chamber and house of delegates room, was read the se-
cond time, assented to, and sent to the senate by the clerk.
A petition from Washington Drane, praying that he may not be liable to confinement for debt, was preferred,
read, and referred to Mr. Watts, Mr. Carroll and Mr. Selby, to consider and report, thereon.
The bill for the relief of George Washington Sykes, of Calvert county, was read the second time, passed,
and sent to the senate by the clerk.
Mr. Davis, from the committee, delivers to the speaker a bill, entitled, A supplement to an act, entitled,
An act to alter the mode of collecting the county tax in Harford county; which was read the first time and or-
dered to lie on the table.
Mr. Hall, from the committee, delivers to the speaker a bill, entitled, A further supplement to an act, en-
titled, An act to regulate the inspection of tobacco; which was read the first and second time by especial order,
passed, and ent to the senate by the clerk.
