the bill authorising a lottery to raise a sum of money for the purpose of building a mill in Worcester county
endorsed " will not pass. "

WEDNESDAY, November 26, 1806.
THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
Mr. C. D. Hodges has leave of absence.
The house proceeded to the second reading of the bill to incorporate the stockholders in the Mechanics Bank
of Baltimore; on progression the question was put, That the following be inserted after the fourth section? viz.
" And be it enacted, That no subscriber or stockholder, or member of the said company, shall be answerable in
his person, or individual property, for any contract or engagement of said company, or for any losses, defici-
encies or failure, of the capital stock of said company, but the whole of the said capital stock, together with
all property, rights and credits, belonging to the said institution, and nothing more, shall at all times be an-
serable for the demands against the said company. " Resolved in the affirmative.
On further progression, the question was put, That the words " together with such others as may be hereaf-
ter appointed by the state, " be inserted before the word " nine" in the sixth section? Resolved in the affirma-
tive.
On further progression, the question was put. That the following be inserted after the sixth section? viz.
" And be it enacted, That whenever the state shall become a stockholder to the amount of forty thousand dol-
lars, she shall be entitled to appoint two directors, and when the state shall be a stockholder to the amount of
one hundred thousand dollars, she shall be entitled to three directors, and the election of said directors shall be
annually made by joint ballot of both houses, either during the session of the general assembly at which such
investment shall be made, or is directed to be made, or the first session after the state shall so have become 3
stockholder to the respective amount aforesaid. " Resolved in the affirmative.
On further progression, the question was put, That the words " except the director appointed on the part
of the state, " be inserted after the word " thereof" in the second article? Resolved in the affirmative.
On further progression the question was put, That the words " except as before excepted" be inserted at the
end of the second article? Resolved in the affirmative.
On progression, the question was then put, That the words " 8th, The notes or bills obligatory which shall
be lawful for the said corporation to issue, shall not be for a less sum than five dollars, " be inserted after the
seventh article? Resolved in the affirmative.
On further progression, the question was put, That the words "twenty-seven" be stricken out of the last
section? Resolved in the affirmative.
The question was then, put, That the word " fifteen" be inserted in lieu of the words stricken out? Re-.
olved in the affirmative.
The bill being read throughout, the question was put, That the further consideration thereof be postponed
until to-morrow J Resolved in the affirmative.
The report on the petition of Edward Reynolds, of Calvert county, was read the second time, and the ques-
tion put, That the house concur with the said report, and assent to the resolution therein contained? Resolved
in the affirmative.
A memorial from James Laurence, of Talbot county, praying that he may be paid for his services in the
schooner Dolphin, was preferred, read, and referred to Mr. Kerr, Mr. Martin and Mr. Denny, to consider and
report thereon.
A memorial from the commissioners appointed to superintend the erection of a penitentiary, praying more
adequate and active funds for the use of the same, was preferred, read, and referred to Mr. Harryman, Mr.
Little, Mr. M. Brown, Mr. Chapman, Mr. Aisquith, Mr. Shaaff and Mr. R. Steuart, to consider and report
thereon.
On motion. Leave given to bring in a bill to provide by law a direct mode by which information shall be con-
veyed to persons appointed by the executive of their respective appointments, and for other purposes therein
mentioned. ORDERED, That Mr. Comegys, Mr. Frisby, Mr. Little, Mr. Pearce and Mr. Carroll, be a com.
mittee to prepare and bring in the same.
A petition from sundry inhabitants of Washington county, praying a road from Ashe's ford to intersect the
William's Port road, leading into the Hagar's-town road, at or near the lands of the heirs of the late Baltzer
Moudy, was preferred, read, and referred to Mr. Bowles, Mr. Schnebly and Mr. Kuhn, to consider and report
thereon.
Mr. Aisquith, from the committee, delivers to the speaker a bill, entitled, An act annulling the marriage of
George Sampson and Pamela Sampson; which was read the first time and ordered to lie on the table.
A petition from George W. Sykes, of Calvert county, praying a special act of insolvency, was preferred,
read, and referred to Mr. Emerson, Mr. W. H. Brown, Mr. Watts, Mr. Woodward and Mr. Lyles, to consi-
der and report thereon.
