90 VOTES AND PROCEEDINGS, NOVEMBER: SESSION, 1805.

BY THE HOUSE OF DELEGATES, January 15, 1806.
GENTLEMEN OF THE SENATE,

THE office of register of wills of Saint-Mary's county having become vacant by the death of Jeremiah Jor-
dan, Esquire, we propose, with the concurrence of your house, lo proceed to the election of a person to supply
said vacancy immediately. Mr. James Forrest and Mr. Edmund Key are put in nomination by this house to fill
the office, and Mr. Plater and Mr. Stephen are appointed by us to join such gentlemen as you may appoint to
count the ballots.

Which, together with the bill to authorise and empower the levy court of Anne-Arundel county to assess and
levy a sum of money for the purpose therein mentioned, the bill authorising the late collectors of public taxes
in Caecil county to complete their several collections, and the resolution in favour of David Hopkins, was sent
to the senate by the clerk.

Mr. Ellicott, from the committee, delivers to the speaker a bill, entitled, An additional supplement to an act,
entitled, An act to erect Baltimore-town, in Baltimore county, into a city, and to incorporate the inhabitants
thereof; which was read the first time and ordered to lie on the table.

The house proceeded to the second reading of the further supplement to an act for the more effectual collec-
tion of the county charges in Allegany county; on progression, the question was put, That the following
clause be stricken out ? viz.

" And be it enacted. That the treasurer of the western shore be and he is hereby directed to pay to the col-
lector of Allegany county, out of any unappropriated monies, the amount of taxes or county charges hereafter
arising due annually, or. any tract or tracts, lot or lots of. land, granted to the officers or soldiers of this state,
and now held and owned by said officers or soldiers. "

The yeas and nays being required, appeared as follow:

The bill being read throughout, the question was put. Shall the said bill pass? Resolved in the affirmative.

Mr. Stephen, from the committee, delivers to the speaker a bill, entitled, An act for the relief of John R.
Caldwell, of the city of Baltimore; which was read the first and second time by especial order and passed;
which, together wit. li the further supplement to an act for the more effectual collection of the county charges in
Allegany county, was sent to the senate by the clerk.
Mr. Montgomery, from the committee of conference, delivers to the speaker the following report:

THE committee of conference, to whom was referred the executive communications respecting the sale of
the Maryland hank stock in the bank of England, report, that they have taken the same, with the accompany-
ing papers and documents, into consideration.

The committee beg leave to express their opinion, that in the transaction of the important business of those
communications by the executive, and by the agents of the state acting under their authority, the interest of
the state has invariably been kept in view. Tile sale of the English, and purchase of American stock, has
been more advantageous than could have been anticipated. All the expences incurred in the negotiation, com-
prehending the commission granted the different agents, may be covered by a judicious investment of the pro-
ceeds. The committee are of opinion, that the money which will be received from the bills of exchange drawn
by the put chasers in favour of the state's agent, together with the money received, or that shall be received,
from the sales of the English stock, should be invested, by subscribing on the part of the state, in stock re-
served in the Bank of Baltimore, the Union Bank of Maryland, and the Farmers Bank of Maryland, in the
proportions expressed in the resolution herewith reported.

RESOLVED, That the treasurer of the western shore, under the direction of the governor and council, sub-
scribe, on the part of this state, in the stock of the Bank of Baltimore, the sum of seventy-four thousand dol-
lars, in the Union Bank of Maryland the sum of two hundred and seven thousand six hundred dollars, the sum
of fifty dollars to be paid on each share subscribed for in that bank, and in the Farmers Bank of Maryland the
sum of thirty thousand dollars, the amount of which subscriptions shall be paid out of the money received, or
that shall be received, from the sale of the Maryland bank stock in the bank of England.

In taking into consideration the investment of so large a portion of the state's fund, the committee could not
avoid turning their attention to the finances generally. As there will, in the course of the current year, In-
received money, exceeding to a considerable amount the expences of the government, provision during the pre-
sent session should be made for the disposition of it towards useful and profitable objects. None of more magni-
tude presents itself than improving the navigation of the river Susquehanna. The judicious application of about
sixty thousand dollars, the committee believe, would remove the principal obstructions to accomplish so impov-
