VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805. 23

Petitions from Richard Minnish and Ezekiel Gilliss, of Somerset county, praying acts of insolvency, were
preferred, read, and referred to Mr. Hyland, Mr. Jackson and Mr. Smoot, to consider and report thereon.

On motion, the question was put, That the bill, entitled, An act to confirm an act, entitled, An act to pro-
vide for the trial of facts in the several counties of this state, and to alter, change and abolish, all such parts
of the constitution and form of government as relate to the general court and court of appeals, be made the
order of the day for Thursday next? The yeas and nays being required, appeared as follow:

Mr. Lloyd, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the account of Charles Emory, examiner-general of the eastern shore,
report, that they have examined the same, and find it made agreeable to the requisites of the act of assembly
on that subject, and that he has received the sum of sixty-six pounds twelve shillings and one penny farthing,
from the 19th of November, 1804, to the 4th of October, 1805, and that there appears to be due the said
examiner-general the sum of one hundred and thirty-three pounds seven shillings and ten-pence three farthings
to complete his salary for the present year.

Which was read.

Mr. Stephen, from the committee, delivers to the speaker a bill, entitled, A supplement to an act, entitled
An act. to establish a market, and to build a market-house, in the western, precincts of Baltimore, and for the
regulation of the same; which was read the first time and ordered to lie on the table.

Mr. Montgomery, from the committee, delivers to the speaker a bill, entitled, An act to withdraw the funds
from Washington and Saint-John's colleges, and subject the same to the appropriation of the legislature; which
was read the first time and ordered to lie on the table.

A petition from Washington Drane, of Montgomery county, praying an act of insolvency, was preferred
read, and referred to Mr. Watts, Mr. Carroll and Mr. Selby, to consider and report thereon.

A petition from William Camper, senior, of Caroline county, praying that a law may pass to open a road
from the petitioner's plantation to the county road, leading from North West Fork Bridge to Huntington creek,
by the farms of Mary Dun, John Caulk, senior, and Levin Pool, was preferred, read, and referred to Mr.
Holbrook, Mr. Turpin, Mr. Bayard, Mr. Smoot and Mr. Van-Horn, to consider and report thereon.

The house adjourns until to-morrow morning 9 o'clock.

SATURDAY, November 23, 1805.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read
Mr. Richard Mackall has leave of absence for a few days.

A memorial from sundry citizens of Baltimore, stating, that they, with others, have formed and associated
themselves together for the purpose of educating and maintaining poor children, and praying that they may be
vested with corporate powers, was preferred, read, and referred to Mr. Ellicott, Mr. Stephen and Mr. Van-

Horn, to consider and report thereon.

On motion, Leave given to bring in a bill, entitled, An act relating to hawkers and pedlers. ORDERED
That Mr. Jackson, Mr. Van-Horn, Mr. Hyland, Mr. Cottman and Mr. Sturgis, be a committee to prepare and
bring in the same.
Mr. William Holland has leave of absence for a few days.

Mr. Jackson, from the committee, delivers to the speaker a bill, entitled, An act for the more effectual pre-
servation of wild deer in Somerset county; which was read the first time and ordered to lie on the table.

Petitions from James Nelson, of the city of Annapolis, Tobias Watkins, of the town of Havre-de-Grace,
in Harford county, Richard Odle, of Anne Arundel county, and John B. Sayre, of the city of Baltimore,

praying acts of insolvency, were preferred, read, and referred to the committee appointed on petitions of a si-
milar nature.

Mr. Montgomery, from the committee, delivers to the speaker a bill, entitled, A supplementary act to the
act, entitled, An act relating to negroes, and to repeal the acts of assembly therein mentioned which was read
the first time and ordered to lie on the table.
