would observe, that this is no local establishment, benefiting exclusively a particular section of the state; being
general in its operation, its happy consequences cannot fail to be felt by the whole people of Maryland. As
then the interest and welfare of the public are to be advanced by the success of the undertaking, it appears to
us that some portion of the public funds ought to be appropriated to this useful object.

The house proceeded to ballot for directors on the part of the state in the Farmers Bank of Maryland; the
ballots being deposited in the ballot box, the gentlemen named to strike retired, and after sometime returned
and reported, that William Hayward and John Chambers were elected. Whereupon

RESOLVED, That William Hayward and John Chambers be, and they are hereby declared to be, directors on
the part of this state, for the ensuing year, in the Farmers Bank of Maryland.

Mr. Watts, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of William McComas, of the city of Baltimore, praying
for an act of insolvency, report, that they have considered the same, and are of opinion that as the act of insol-
vency passed this session fully provides for the case of the petitioner, he have leave to withdraw his petition.

By order, L. GASSAWAY, clk.
Which was read the first and second time by. especial order and concurred with.

The house proceeded to ballot for a person to be recommended to the governor to be commissioned as regis-

tier of wills for Worcester county; the ballots being deposited in the ballot box, the gentlemen named to strike

retired, and after sometime returned and reported, that Matthew Hopkins had a majority of votes. Whereupon

RESOLVED, That Matthew Hopkins be and he is hereby recommended to the governor to be commissioned
as register of wills for Worcester county.

The clerk of the senate delivers the journal of accounts, endorsed, " assented to. " The bill for the pay-
ment of the journal of accounts,. endorsed, " will pass. " Ordered to be engrossed. Aud the following

message:

BY THE SENATE, January 27, 1806.
GENTLEMEN OF THE HOUSE OF DELEGATES,

WE herewith transmit a communication from the executive, announcing the resignation of Edmund Key,
Esquire, register of wills for Saint-Mary's county. With your -concurrence, we propose to proceed immedi-
ately to the appointment of a person to be recommended to the governor and council to be commissioned as re-
gister of wills for Saint-Mary's county. Philip Ford is nominated by the senate, and we have appointed Mr.
Houston and Mr. Thomas to join such gentlemen as you may name to count the ballots.

By order, T. W. HALL, clk.
Which was read.
The following message was read, agreed to, and sent. to the senate by the clerk.

BY THE HOUSE OF DELEGATES, January 27, 1806.
GENTLEMEN OF THE SENATE,

WE have received your message, and expect this evening to close the session. We propose to meet at five
o'clock for the purpose of having the laws signed and sealed according to the constitution.

The following message was read, agreed to, and sent to the senate by the clerk.

BY THE HOUSE OF DELEGATES, January 27, 1806.
GENTLEMEN OF THE SENATE,

WE have received your message proposing to go immediately into the appointment of a register of wills for
St. Mary's county, now vacant in consequence of the resignation of Edmund Key, Esquire, and concur there-
with. James Forrest is put in nomination by this house in addition to the gentleman named in your message,
and Mr. Plater and Mr. Stephen are appointed by this house to join the gentlemen mentioned in your message
to count the ballots.

The house proceeded to ballot for a person to be recommended to the governor to be commissioned as register
of wills for Saint-Mary's county; the ballots being deposited in the ballot box, the gentlemen named to strike
retired, and after sometime returned and reported, that the ballot bases were found on examination to contain
more ballots than the numbers endorsed thereon.
The following resolution was read and assented to.

RESOLVED, That the thanks of this house be given to the Speaker for his impartiality and attention in the
discharge of the duties of speaker during the session.

The house proceeded to the second reading of the bill to establish a bank at Elizabeth-town, in Washington
county, by the name of The Western Bank of Maryland, which being read throughout, the question was put,
Shall the said bill pass ? The yeas and nays being required, appeared as follow:
