A letter from the governor of North-Carolina to the governor of Maryland, with the resolutions therein en-
closed, approving the amendment to the constitution proposed by the state of Massachusetts, were read and re-
ferred to the committee appointed upon the resolutions of the legislature of the state of Massachusetts.

A letter from the governor of Pennsylvania, with a resolution of that state, to the governor of Maryland, ap-
proving the amendment to the constitution of the United States proposed by the state of Kentucky, were read
and referred to Mr. Montgomery, Mr. Mercer, Mr. Van-Horn, Mr. Somervell and Mr. Stephen, to consider

and report thereon.

On motion, Leave given to bring in a bill, entitled, An act to regulate and discipline the militia of this state.
ORDERED, That Mr. Mercer, Mr. Van-Horn, Mr. Leigh, Mr. Plater, Mr. Contee, Mr. Neale and Mr. M'Pher-
son, be a committee to prepare and bring in the same.

A letter from the secretary of state, with sundry papers respecting the more effectual preservation of the
peace in the ports and harbours of the United States, therein enclosed, were read and referred to the committee
appointed to bring in a bill, entitled, An act to regulate and discipline the militia of this state.

The following resolution being propounded to the house, was read, to wit:

RESOLVED, That so much of the executive communication as relates to the appointment of Joseph H. Ni-

cholson, Esq; and the compensation allowed him by the governor and council, and also so much of the said

communication as authorises the said agent to deduct the amount of the expences in selling the stock, and in-

vesting the amount in the funds of the United States, shall not be considered as confidential,
Ordered to lie on the table.

A letter from the governor of Kentucky, with a resolution of that state therein enclosed, proposing an
amendment to the constitution of the United States, were read and referred to the committee appointed on the
resolution of the legislature of Pennsylvania.

Also a resolution of said state, disapproving the amendment to the constitution proposed by the state of Mas-
sachusetts, was read and ordered to lie on the table.

Mr. Hawkins, from the committee of claims, delivers to the speaker the following report:

YOUR committee beg leave to report, that they have examined the accounts and proceedings of Benjamin
Harwood, treasurer of the western shore, and find, by an account settled by the committee of claims to the
first day of November, 1804, there was a balance of 97, 954 dollars 26 cents funded six per cent. stock, 72. 681
dollars 91 cents deferred six per cent, stock, 258, 788 dollars 33 cents funded three per cent, stock, £2, 501 5 0
of the emissions of bills of credit made by an act of congress of the 18th of March, 1780, and the sum of
£ 27, 116 4 10 specie, remaining in the treasury.

That it appears to your committee, by the accounts of said treasurer, he hath received, for escheats, caution,

and improvements on land certificates, £ 1, 218 13 9 1/4; for confiscated property, £ 650 20; for taxes under the
act for establishing and securing the salary to the chancellor, £385 5 3; for taxes under the act for the better

administration of justice, £1, 434 0 1; for taxes, £472 18 9; for bonds taken for money and stock lent,
£33, 901 14 4; for bonds taken for vacant land in Allegany county, £688 15 5; for bonds taken for Indian
lands, £171 78; for a negro, banished and sold for the benefit of the state, £ $7 9 3; for fines, forfeitures
and amerciaments, £2, 316 16 6 3/4; for marriage licences, £1, 924 17 9; for ordinary, retailers, hawkers and
pedlers licences, £ 6, 280 0 11 3/4; from the treasurer of the eastern shore, £2, 537 13 10 1/2; from the president,
directors and company, of the Bank of Baltimore, for dividends on stock,, £2935 8 1 1/2; from the president
and directors of the Union Bank of Maryland, for dividends on stock, £596 5 0; from William Marbury,
for a balance due from him on the auditor's books, £5, 054 7 10; and from Benjamin Harwood, trustee,
for dividends of interest, and reimbursement of principal, on stock, £9, 122 10 9.

It appears to your committee, that in conformity to the resolution of November session, 1804, the treasurer

has subscribed, on the part and in behalf of the state of Maryland, 134 shares in the Bank of Baltimore, for
which he has paid the sum of 40, 200 dollars, and that the said treasurer has also subscribed, on the part and
in behalf of the state of Maryland, 424 shares in the Union Bank of Maryland, for which he has paid the sum
of 42. 400 dollars.

That it appears to your committee, by the accounts of said treasurer, he hath paid the sum of £4 11 4,
agreeably to the resolutions of November session, 1797, in discharge of the emissions of bills of credit of June,

1780, which emissions your committee have counted and burnt.

That it also appears to your committee, the said treasurer hath paid away, from the first day of November,

1804, to the first day of November, 1805, the sum of 8 dollars 53 cents funded six per cent. stock, 4 dollars

26 cents deferred six per cent, stock, 6 dollars 39 cents funded three per cent, stock, £ 2 7 9 of the emissions
of bills of credit made by an act of congress of the 18th of March, 1780, and the sum of £34, 819 2 2 1/2 spe-

cie; for all which payments have been produced to your committee the necessary vouchers and receipts, and

that there remains in the treasury the sum of 93, 319 dollars 35 cents funded six per cent stock, 70, 728 dollars
42 cents deferred six per cent, stock, 258, 781 dollars 94 cents funded three per cent, stock, £2, 498 17 3 of the
emissions of bills of credit made by act of congress of the 18th of March, 1780, and the sum of £31, 075 18 8 1/4
specie, which sum of specie is appropriated in the manner following, to wit:
