necessary by the Governor and Council to make, in any
year, a second draught of militia, to serve a tour of duty,
such draught shall be ordeied by the Governor, and be made
by the proper officers, as soon liter the same shall be so

subject to all the obligations and penalties imposed by this
act, as well as upon privates as upon officers, non commis-

county may all be trained as riflemen, and shall he called
out only in company meeting, one day in each year, in the
month of September, and that the militia on Kent and
Assetauge Islands, and those on Hooper's Straits, and those
in Somerset county, who reside in the district within which
William Waller's company was formed, and those living
nearto, but westwardly from Hancock, in Washington coun-
tv, shall be required to meet only in companies for inspection

order the corps under his command on service, but no militia
officer, other than the commander in chief, shall order out
any part of the militia of lh s State, to suppress any in
