Be if enacted by the General Assembly of Maryland, That
from and after the passage of this act, it shall not be lawful
for the clerk of Somerset County Court, or the clerk of
Worcester County Court, to issue a license to any person or
persons to sell ardent spirits, at any place within the village
of Salisbury in the counties of Somerset and Worcester, or
within one and a half miles of said village, without an order
in writing from one of the Judges of the County Court of
Somerset or Worcester County, who is hereby authorised
to grant such order, if he shall be satisfied from the repre-
sentation of twelve or more respectable inhabitants of said
village, of the necessity and propriety of granting such
license, any law to the contrary notwithstanding
