same; to fill vacancies which may occur in their number by
non-acceptance, death, resignation, removal from the district
or otherwise; to appoint all necessary care-takers or servants,
and to fix their compensation and to discharge them when-
ever they shall deem it expedient to do so; to make all need-
ful rules and regulations for the government of their pro-
ceedings and for the care and maintenance of all property of
the corporation. And if at any time all of said trustees shall
have died, removed from the district, resigned or have become
incapacitated to discharge the duties of trustees as required
by this Act, and there shall remain no one in being to con-

tinue succession as herein provided for, the Judge or Judges
of the Circuit Court for Washington County are hereby au-
thorized to select trustees, who shall have all the powers herein
conferred for the control of the affairs of said association and
for continuing the succession of trustees in perpetuity: the
purpose being by this means to maintain in perpetuity a com-
plete governing body of trustees for the said corporation.

SEC. 5. And be it further enacted, That a majority of all
the trustees shall constitute a quorum for the transaction of
business, and said board may appoint from their number a
president, a vice-president, treasurer, secretary and such other
officers such board may deem necessary, in the manner, at the
time, and for the term to be prescribed in the by-laws; every
trustee of said corporation, before proceeding to act, shall

qualify by taking the test oath required by the Constitution
and laws of the State of Maryland, a certificate of which
qualification shall be recorded on the minutes of the pro-
ceedings of the board of trustees.

SEC. 6. And be it further enacted, That the said board of
trustees be and they are hereby authorized and empowered to
enter into contracts with the County Commissioners of Wash-
ington County, and the Burgess and Commissioners of Funks-
town providing for the receipt of revenues, in perpetuity in

aid of said memorial.

SEC. 7. And be it further enacted, That the real and per-
sonal estate authorized by this Act to be held by the said
World's War Memorial Association of the Funkstown Dis-

trict for the uses and purposes herein provided for, shall be
exempt from all State, county and municipal taxes so long as
the same shall be used for the purposes herein mentioned.
