CHAPTER 460.

AN ACT to repeal and re-enact with amendments Sections
436 and 439 of Article 13 of the Public Local Laws, of
the State of Maryland, title "Harford County," sub-title
"Racing Commission," as codified by Chapter 680 of the
Acts of 1916.

CHAPTER 461.

AN ACT to amend Section 16 of the charter of the town of
Kensington, Maryland.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 16 of Chapter 78 of the Act;s of the Gen-
eral Assembly of Maryland of 1898 be amended to read as
follows:

SEC. 16. On or before the first day of June, 1904, each
third year thereafter the Council shall appoint three assessors,
free-holders of said town, who shall, under the direction of said
council, make an assessment of all property, real, personal
and mixed, in said town, at fair cash value at public sale, as
near as they may be able to determine the value of the same,
and the Council shall immediately thereupon levy a tax
thereon not exceeding 60 cents on the $100.00 worth of assess-
able property, in any one year; and all taxes so levied shall be
a lien on any and all property of the person or persons against
whom they may be levied. And any person may appeal from
the valuation of the said assessors to the Council, which shall
meet on the first Monday in July, after said assessment, and
remain in session from day to day as long as may be reason-
able, to hear and determine said appeals, and shall give rea-
sonable notice of said meetings and shall increase or reduce
said assessment as may deem just; and the Council shall once
a year, before fixing and deciding upon the amount of taxes
and licenses to be assessed for the ensuing year, cause to be
made out a detailed estimate exhibiting the items of liability
and expense during said year, and shall cause the same to be
published at least three times, once a week for three con-
secutive weeks, in a newspaper published in Montgomery
County, and after hearing and considering objections thereto
by the owners of said property in said town, if any such shall
be made, shall revise such detailed estimate and fix and assess
