or naval service in the World War, and shall also commemorate
the service of all other men and women of Maryland who were
engaged in the military or naval service in that war, by erect-
ing, at a suitable place within the Stale, a fitting memorial;

WHEREAS, It is the desire of the General Assembly that such
memorial shall be erected only after the most careful considera-
tion has been given to its character, location and cost by those
best qualified to do so.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Governor of the State of Maryland be and he is
hereby authorized, empowered and directed to appoint a Com-
mission of seven (7) persons, citizens of the State of Mary-
land, at least four (4) of whom shall reside outside of Balti-
more City, who, assisted by the best available architectural or
other expert advice, shall determine the character, location and
cost of erection and shall cause to be erected a memorial which
shall be a fitting tribute to the men and women of Maryland
who gave their lives for their country in the military or naval
service in the World War, and sha.ll also suitably com-
memorate the services of all other men and women of Mary-
land who were engaged in the military or naval service in
that war; and, in connection therewith, the Commission shall
expend such sums, or such necessary part thereof, as may
have been or may hereafter be appropriated by the State of
Maryland to be used in connection with the erection of such
memorial, the same to be paid by the Treasurer of Maryland,
on the warrant of the Comptroller, to such person as the Com-
mission may designate as its treasurer.

SEC. 2. And be it further enacted, That no member of the
Commission shall be compensated for his services, but each
member shall be paid the necessary travelling expenses in-
curred in attending meetings, or in performing other duties
conected with the work of the Commission.

SEC. 3. And be it further enacted, That the Commission
shall have power to consult, employ and fix the compensation
of such experts as they may select, the same to be paid out
of such appropriation or appropriations as have been, or may
hereafter be made by the State of Maryland, to be used in
connection with the erection of such memorial. The Com-
mission shall have further power to confer and co-operate with
any committee organized to assist in the erection of a War
Memorial as is herein intended, and to provide for joint ex-
