opposite at the right, and all voters desiring to vote for the
provision of this Act, shall place a cross (X) mark in the
square opposite the words, "For issuing bonds to construct a
new city electric light plant," and all voters desiring to vote
against the provisions of this Act shall place a cross (X)
mark opposite the words, "Against issuing of bonds to con-
struct a new city electric light plant." If at the said regular
municipal election held under the provisions of this Act a
greater number of said qualified voters shall vote "For is-
suing of bonds to construct a new city electric light plant,"
than shall vote "Against issuing of bonds to construct a new-
city electric light plant," then and in that event the provisions
of this Act shall immediately go into effect and become oper-
ative. In case a greater number of said qualified voters at
said election held under the provisions of this Act shall vote
"Against issuing of bonds to construct a new city electric
light plant," than "For issuing of bonds to construct a new
city electric light plant," then and in that event this Act
shall become null and void and of no effect.

SECTION 10. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for.
the immediate preservation of the public health and safety,
and the same being passed upon a yea and nay vote, supported
by three-fifths of all members elect to each of the two houses
of the General Assembly shall take effect from the date of its
passage.

CHAPTER 41.

AN ACT to add a new Article to the Annotated Code of Mary-
land. (Bagby's Edition), said new Article to follow im-
mediately after Article 64, and to be known as Article
64-A, and to be entitled "Merit System," the same pro-
viding for the creation of a State Employment Commis-
sioner, and defining his duties and powers; and provid-
ing for the classification, selection and appointment of
persons in the employ or service of the State."
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Article be and the same is hereby added to
the Annotated Code of Maryland (Bagby's Edition), said new
