shall be used except for the purposes designated and provided
for in this Act.
SEC. 9. And be it further enacted, That a Commission of
five residents of Talbot County, Maryland, composed of J.
Ramsey Speer, Robert R. Walker, J. Dukes Wooters, E. Ney
Dodson and Dr. S. Kennedy Wilson, shall constitute "The
Road Improvement Commission For Talbot County" to serve
without pay, which Commission shall have full charge of the
repairing, rebuilding, construction and reconstruction of the
said public roads of Talbot County and of all work done
under the authority of the provisions of this Act, with full
power and authority to advertise for bids, purchase materials,
let contracts, appoint such other assistants as may be required
and select and determine the roads to be improved and the
order and manner in which the same shall be improved, built,
rebuilt or constructed and to do all other things which may
be deemed necessary to properly perform the duties for which
they are hereby appointed; provided, that no material shall
be furnished directly or indirectly or any profit or commission
be received by any member of said Commission or by any
firm or corporation with which any member of said Commis-
sion is connected and each member of the Commission shall
give bond with approved corporate security in the sum of
($5,000.00) five thousand dollars for the faithful compliance
with the provisions of this Act, the cost of said bonds shall
be paid out of the aforesaid funds and that it is further pro-
vided that in the case of death, resignation or disqualification
of any member of said Board, the County Commissioners of
Talbot County shall fill the same by appointment.
SEC. 10. And be it further enacted, That the said Commis-
sion so appointed shall within thirty days, or as soon there-
after as possible after the passage of this Act, organize by
electing one of their members president and by electing one
of their members as secretary and treasurer and effect such
other organization as in their judgment may seem best and to
employ any necessary clerical help at an outlay of not more
than ($600.00) six hundred dollars in any year.
SEC. 11. And be it further enacted, That the said Road
Commission herein provided for shall keep an accurate ac-
count of all receipts and disbursements and shall report to the
County Commissioners of Talbot County with an itemized
statement once in every six months, and more often if de-
