SEC. 5. And be it further enacted, That the said County
Commissioners are hereby authorized, in order to carry out
the provisions of this Act and the expense of engraving,
printing and other outlays, and in order that there may be
no delay in the same, to expend the sum of one thousand dol-
lars, or so much thereof as may be necessary, out of any funds
of Talbot County which may be available.

SEC. 6. And be it further enacted, That the cash proceeds
from the sale of said bonds issued under this Act shall be
appropriated and used for the purpose of construction, re-
construction, improving, maintaining, laying down or open-
ing of such roads and necessary bridges incident thereto in
Talbot County as may be designated by the Commission here-
inafter named and for the acquiring of such rights of way for
such construction as may be necessary, and that the proceeds
of said bonds may be used independently or in conjunction
with any appropriation, appropriations or moneys which may
be received from any other source.

SEC. 7. And be it further enacted, That in order to pay
and cancel said bonds issued under this Act the County Com-
missioners of Talbot County shall levy upon the assessable
property in Talbot County a tax sufficient to pay the bonds
maturing during each and every year and interest on all of
the bonds issued under this Act, outstanding and unpaid,
and the amount of said tax shall be separately kept by the
said County Commissioners for Talbot County and designated
as the General Road Construction Loan Fund.

SEC. 8. And be it further enacted, That the actual cash
proceeds of the sale of the aforesaid bonds to be issued under
this Act shall be paid to the Road Commissioners hereinafter
named, first deducting the aforesaid expenses incident to the
sale and issuance thereof and the said funds shall be immedi-
ately deposited in some bank in Talbot County, Maryland, to
the credit of the Road Commission hereinafter named, and
shall only be withdrawn therefrom and paid out by checks or
orders drawn upon the said fund signed by the president of
the said Road Commission and countersigned by the secretary
or treasurer thereof and no funds shall be withdrawn there-
from for any purpose whatsoever except the bill or account
therefor shall be previously approved by at least two members
of the Commission, exclusive of the president, and no funds
