745 1/2A. On and after January 1, 1921, the Board of
Police Commissioners for Baltimore. City are hereby author-
ized to add to the police force of the City of Baltimore one
hundred additional men who shall be appointed, enrolled,
armed and equipped by the Board of Police Commissioners
of said city in the same manner as the present members of
said force. The said Board of Police Commissioners shall,
in making the said appointments, be governed by the present
law as to the number of men which shall be assigned to the
different ranks or grades. The members of the police force
who shall be appointed under the provisions of this section
shall receive the same compensation which may be provided
by law for the same rank or grade of the present police force
of said city.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1920.

CHAPTER 430.

AN ACT to provide for the building, improving, construc-
tion and reconstruction of public roads in Talbqt County,
Maryland, and to appoint a Commission to supervise
and manage said improvement, construction and recon-
struction of same and to authorize and provide for the
issuing of coupon bonds to defray the costs and expenses
thereof.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to finish, complete, repair, construct, re-
construct, lay down, open or maintain any public road or
roads in Talbot County, Maryland, and in order that a general
plan of road improvements, maintenance or construction in
Talbot County be inaugurated and carried forward, a loan
be and the same is hereby created to be called the General
Road Construction Loan of 1920, to the amount of two hun-
dred thousand dollars, the said loan to be dated August 15th,
1920, and to bear interest at a rate to be fixed by the Board
of County Commissioners for Talbot County, which rate is
not to exceed, however, five and one-half per centum per
annum, and the said interest shall be payable semi-annually,
and the said loan and every part thereof and the interest
