be in sealed envelopes in care of the County Treasurer of
Caroline County addressed to said Committee, and shall be
publicly opened on the day and hour named in said advertise-
ment, and which proposals shall set forth the amount of money
for which parties proposing will construct and complete the
building, including heating apparatus, according to the speci-
fications and at the time or times at which payments thereof
shall be made and the time when said building shall be com-
pleted ; and the said Building Committee shall award the con-
tract to the lowest responsible bidder, reserving to the said
Building Committee the right to reject any and all bids; and
the bidder who shall be awarded the contract shall give bond
to the State of Maryland in such sum as said Committee shall
determine, conditioned for the faithful performance of the
contract entered into, which bond shall be liable at the suit
of the County Commissioners of Caroline County for the vio-
lation of its condition. This section is intended and does here-
by authorize the said Building Committee to employ an ar-
chitect in their discretion.

SEC. 5. And be it further enacted, That all contracts en-
tered into by the said Building Committee shall be legal and
binding upon the County Commissioners of Caroline County
as if the said contract had been entered into by the County
Commissioners of Caroline County.

SEC. 6. And be it further enacted, That the aforesaid
bonds shall be in denominations of $100.00, $500.00 or $1,-
000.00 each, as may seem most advisable to the said County
Commissioners of Caroline County, and that said bonds shall
be so issued that a series of said bonds to the amount of $4,-
000.00 shall mature and become payable five years from the
date of issue, and a like series to the amount of $4,000.00 (the
last series to be of such an amount up to $4,000.00 as shall
complete the loan) on the same date in each and every year
thereafter until all of said bonds have been redeemed.

SEC. 7. And be it further enacted, That the County Com-
missioners of Caroline County shall annually cause to be
levied and collected from the assessable property in Caroline
County a tax which shall be sufficient to pay the interest on
said bonds and also to redeem all of said bonds which shall
mature during any year; and said tax shall be collected in like
manner as other taxes levied in said county are collected and
when collected shall be. applied to the payment of the interest
