betical classification of the names to be recorded therein, and
shall be ruled in parallel columns for the entry of the follow-
ing particulars: First, of the name of the person applying
to be registered; second, his color; third, whether sworn or
affirmed; fourth, his age; fifth, the place of his birth; sixth,
the place of his actual residence or domicile, by street and
number, if any; seventh, the time such applicant has resided
in the City of Hagerstown and in the ward in which he applies
to be registered; eighth, if naturalized, the date of his final
papers or certificate of naturalization and a minute of the
Court by which the same was issued; ninth, "qualified voter ;"
tenth; "disqualified;" eleventh, "party affiliations," and the
officers of registration shall enter in this column the name of
the political party, if any, to which the voter is inclined and
with which the voter desires to have himself recorded as affili-
ated. It shall be the duty of the officers of registration to ex-
plain to each voter that the statement of such party affiliation
does not bind him to vote for the candidate of such party at
any given election; also that he has the right to decline to state
any party affiliations; but that no one who is not recorded
upon the registry as affiliated with a particular political party
will be qualified to vote at subsequent primary elections of
said political party. Whenever a voter declines to state his
party affiliations the word "Declined" shall be written oppo-
site his name in such column, so that there shall be written
in such column opposite the name of every registered voter
either his party affiliation or the word "Declined;" twelfth,
"remarks." There shall be also columns for the check marks
showing that the voter has voted.

SEC. 2. And be it further enacted, That a new section be
added to said Article 22 of the Code of Public Local Laws of
Maryland, title "Washington County," sub-title "Hagers-
town," said new section to follow immediately after Section
159-1-2, and to be known as Section 159-1-3, to provide for a
general registration of voters in the City of Hagerstown,
Maryland.

SEC. 159-1-3. On the first Monday of March, A. D. 1921,
the respective officers of registration as hereinbefore provided
for each registration district shall procure from the Mayor
as hereinbefore provided, two new registries for each ward
and shall thereupon proceed to make a general registration of
