or depositing of sweepings, dust, ashes, dirt, garbage, paper
or any other material into any street, sidewalk, alley, or other
public place: to regulate, license, tax, restrain or prohibit
theatrical or all other exhibits, shows, or entertainments for
which money is demanded or received or to which an admis-
sion is charged; to license, tax, regulate or prohibit the keep-
ing or harboring of dogs; to license, tax and regulate all inns,
taverns, livery or sale stables, hotels, restaurants or other
places used or kept for public entertainment.

SEC. 2. And be it enacted, That this Act shall take effect
on the first day of June, 1920.

CHAPTER 282.

AN ACT to authorize and direct the County Commissioners
of Allegany County to refund to the holders of licenses
to sell intoxicating liquors in AUegany County the
amount of the said license fee received by said county for
the period from July 1st, 1919, to May 1st, 1920.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Allegany County be
and they are hereby authorized and directed to refund and
pay to each and every holder of a license to sell intoxicating
liquors in said county for the year May 1, 1919, to May 1,
1920, the amount of the unused license from July 1, 1919, to
May 1, 1920, which was paid to the said county.

SEC. 2. And be it further enacted, That the County Com-
missioners of Allegany County be and they are hereby di-
rected to include in the levy for the year 1920 an amount
sufficient to refund the unused license as provided for by the
preceding section.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and being
passed upon a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly the same shall take effect from the date of
its passage.
