tents thereof in any Court of this State; to provide penalties
not exceeding twenty-five dollars, or a term of imprisonment
not exceeding thirty days, for the violation of any ordinance,
or both fine and imprisonment; to require bonds of all officers
and agents of the corporation, and where not otherwise pre-
scribed, said bonds shall be made payable to the Mayor and
Council of Midland and shall be in such form and with such
sureties and for such amount as the Mayor and Council may
prescribe; to create and fill and to discontinue all offices and
employments, not otherwise prescribed herein, according to
their judgment of the needs and requirements of the town;
and in their discretion to remove for or without cause the in-
cumbent of any such office or employment, and to prescribe,
limit or change the compensation of any such officer or em-
ployee; in case of sickness, absence or inability of any officer
to perform his duties, to provide for the performance of such
duties by a temporary substitute for such officer, unless other-
wise prescribed herein, and the acts performed by such substi-
tute shall be deemed as valid as though performed by the said
official himself; to make and prescribe all laws and ordinances,
not inconsistent with the Constitution and Laws of this State,
in regard to every office, matter and subject within the local
government instituted by this Act and necessary for the wel-
fare of the town; to condemn and acquire by condemnation or
eminent domain any land .or other property which may be
necessary for opening, widening, straightening, grading or
otherwise improving any street, lane, sidewalk or sewer within
the corporate limits of said town, in the same manner and by
the same methods as are now or may be prescribed by the
General Laws of this State for condemnation of property or
the exercise of the right of eminent domain by corporations;
to make all regulations which may be deemed expedient for
the promotion of health or suppression of disease; to restrain
and prohibit gaming or gambling and all immodest or im-
moral exhibits, bawdy houses and houses of ill-fame; to regu-
late the use of streets and alleys by vehicles, and to regulate
the speed of horses, automobiles, cars, street cars, locomotives,
or other methods of travel through and within the corporate
limits of the town; to regulate the use of sidewalks and to
require the owner or occupant of the premises to keep the side-
walks in front of the same clean and free from snow and ice
and other obstructions; to regulate and prevent the throwing
