512 J. The said Racing Commission shall have full power
to prescribe rules, regulations and conditions under which all
horse races shall be conducted in Prince George's County, but
said Racing Commission shall not prohibit betting on the re-
sults of said races, but may make rules, governing, restrict-
ing or regulating betting on such races. Every person aiding
or abetting in the conduct of any meeting in Prince George's
County at which the racing of horses shall be permitted for
any stake, purse or reward, except in accordance with a license
duly issued and unrevoked by the Prince George's County
Racing Commission, shall be guilty of a misdemeanor, and
upon conviction shall be punished by a fine of not less than
$500.00 and not more than $2,000.00 for each day of such
unauthorized meeting, or by imprisonment for not exceeding
one year, or both, and in addition thereto, on a Bill in Equity
brought for the purpose by the said Racing Commission in
the Circuit Court for Prince George's County, an injunction
may be obtained against the same ; provided, however, that any
of the corporations or associations coming within the terms of
this Act may hereafter conduct matinee race meetings of not
more than two days in duration upon application and consent
of said Commission, and upon the payment of a license fee of
$10.00 per day; provided, that no such corporation or asso-
ciation shall hold more than one of such meetings in any one
month. The said Commission shall pay its own expenses, not
exceeding $5,000.00 a year as hereinabove prescribed, out of
the license fees herein provided for, and any surplus the said
Commission shall pay over to the Treasurer of Prince George's
County on or before the first day of October of each year to be
used and expended in the construction of improved public
roads located in Prince George's County, State of Maryland,
as the County Commissioners of Prince George's County may
determine.

SEC. 2. And be it further enacted, That all other Acts or
parts of Acts of the General or Local Laws inconsistent with
this Act be and the same are hereby repealed to the extent of
said inconsistency.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health or safety, and passed
upon a yea and nay vote supported by three-fifths of all the
