rose alley between the northeast boundary line of Decatur
street and the southwest boundary line of Bellevue street; said
alley to be so closed being more particularly described as
follows:

Beginning for the same at the intersection formed by the
iiortheasterly side of Decatur street and the southeasterly
side of Primrose alley, said point being distant 100 feet meas-
ured iu a northwesterly direction along the northeasterly side
of said Decatur street from the northwesterly side of Fulton
street and running thence with the southeasterly side of said
Primrose alley, north 46 degrees east 147 feet to the south-
westerly side of Bellevue street and with it north 44 degrees
25 minutes west 16 feet to the northwesterly side of said
Primrose alley and with it south 46 degrees west 146.9 feet to
the northeasterly side of said Decatur street and with it south
44 degrees east 16 foot to the place of beginning. All bear-
ings refer to Magnetic Meridian of 1920.

And to provide for ascertaining whether any or what
amount of damages will be caused thereby to the owner or
possessor of any property lying on or through which said
alley may pass, which ought to be compensated, by the ap-
pointment of Commissioners to assess the same as provided in
Section 66 of Article 1 of the Code of Public Local Laws of
Maryland, entitled "Allegany County," sub-title "Cumber-
land, '' and from time to time to enact all necessary ordinances
in the exercise of the powers granted by this section; provided
that before said Mayor and City Council of Cumberland shall
proceed to execute any, of the powers vested in them by this
section, at least thirty days' notice shall be given of any such
application which may be made for the passage of any such
ordinance by advertisement in at least two newspapers printed
in the City of Cumberland, and by personal notice in writing
served twenty days before upon each property holder to be
effected by the passage of the proposed ordinance, giving
notice of the time and place named for the passage of said
ordinance; provided that said parties are residents of Mary-
land.

SECTION 2. And be it further enacted, That for the pur-
pose of ascertaining any such damages. Commissioners shall
be appointed as provided by Section 66 of said Local Laws
(Public) of Maryland, which proceedings therein, including
an appeal from their decision shall be had and conducted as
