Education shall explain the true intent and meaning of the
law, and they shall decide, without expense to the parties con-
cerned, all controversies and disputes that arise under it, and
their decision shall he final; and the secretary of the State
Board of Education shall have authority to administer oaths,
in any part of the State, to witness in any matter pending
before said Board.
SEC. 4. And be it further enacted, That this Act shall take
effect on and after June 1, 1920.

CHAPTER 250.
AN ACT to authorize the State Board of Education to pay
Justus C. F. Scheffer the pension provided for in and by
Section 53A of Chapter 584 of the Acts of 1904, for teach-
ers who have served the State for twenty-five years.
WHEREAS, Justus C. F. Scheffer a citizen of this State, has
been engaged in teaching for about fifty years, of which time
thirty-four years have been spent in teaching in the public
and private schools of this State and preparing young men
and women for colleges and universities, and during that time
has rendered eminent service as a teacher and is generally
known as a most distinguished scholar in mathematics and
astronomy, and
WHEREAS, The said Justus C. F. Scheffer is past seventy-
seven years of age and now incapacitated for work and with-
out income and means of earning a livelihood; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the State Board of Education be and they hereby
are authorized to place the name of Justus C. F, Scheffer, a
citizen of Washington County, on the "Retired List" pro-
vided for in Section 53A of Chapter 584 of the Acts of 1904,
and that the Comptroller of the Treasury pay to said Justus
C. F. Scheffer the pension provided for in Section — of said
Act.
SEC. 2. And be it enacted, That this Act shall take effect
June 1, 1920.
