SEC. 2. And be it further enacted, That before the said
Commissioners of Aberdeen shall issue any bonds, as herein
provided, the said Commissioners shall pass an ordinance sui-
ting forth the purpose for which said bonds are to be issued,
the amount thereof, their denomination, the rate of. interest
they are to bear, and the time and manner in which they are
to be paid.
SEC. 3. And he it further enacted, That such ordinance re-
ferred to in the preceding sections shall be submitted to the
legal voters of said town for the purpose of ascertaining
whether the majority of those voting shall give their assent
thereto, and the said Commissioners shall give notice of the
special election to be held for that purpose, by publication in
the Aberdeen Enterprise, or some other newspaper published
in said town. and if there be no newspaper published in said
town, then in some newspaper published in Harford County,
for at least twenty days before said election, shall appoint the
judges of said election and shall cause a copy of the ordinance
to be posted at the polling place and at other public places in
said town.
SEC. 4. And be it further enacted, That the said ordinance
shall be passed upon by the regularly qualified voters of'said
town in the form and manner prescribed in the charter of said
town of Aberdeen in Section 15-1 of Article 13 of the Public
Local Laws of Maryland, title Harford County, sub-title
Aberdeen.
SEC. 5. And be it further enacted, That the authority con-
ferred by this Act, authorizing the Commissioners of Aber-
deen to borrow a sum not to exceed $100,000 in the manner
set forth in the four preceding sections, is granted in excess of
the authority heretofore given said Commissioners, and the
money obtained from the issuance of said bonds shall be used
to provide for the. construction and completion of a sewerage
system and plant and to acquire any and all property
necessary therefor, to take up and retire the water bonds due
and payable March 1, 1922. and to repay the money heretofore
or hereafter procured for improvements to the walks, water,
streets, lights and health of the said town of Aberdeen, and
the Commissioners of Aberdeen may levy in each and every
year, upon all property liable to taxation in the town of Aber-
deen, a tax not exceeding twenty-five cents (25c) on the $100
worth of assessable property, in addition to the rate of tax
