and an appeal may be taken from his valuation in the Coun-
cil.
SEC. 27. That the Mayor shall have all of the power of a
justice of the peace in criminal cases for the violation of the
provisions of the charter or ordinances of said town and shall,
receive the same fees as allowed justices of the peace, in
similar cases; and an appeal from his decision, when the de-
mand or fine exceeds five dollars, may be taken to the Circuit
Court for the county, which shall determine the matter, as
upon the appeals from the justices of the peace.
SEC. 2. And be it further enacted, That this Act is and it
is hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and that therefore it shall take effect from the date of its
passage.

CHAPTER 243.
AN ACT to add a new section to Article 8 of the Code of Pub-
lic Local Laws, title "Cecil County," sub-title "Port De-
posit," and to be known as Section 267B.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be, and. the same is hereby added to
Article 8 of the Code of Public Local Laws of Maryland, title
"Cecil County," sub-title "Port Deposit," to follow Section
267A, of said Article 8, and to be known as Section 267B,
and when so enacted to read as follows:
267B. The President and Commissioners are hereby em-
powered to use any funds in hand which shall have been
raised by any bond issue heretofore authorized and not re-
quired for the purposes directed in Section 267A for per-
manent street improvements, whether the same be constructed
in whole or in part by the Corporation of Port Deposit; and
the said President and Commissioners are hereby authorized
and empowered to levy an additional tax of twenty cents on
each one hundred dollars of the assessable property in the
town of Port Deposit which shall be collected as "other taxes
in said town are now gathered, and the proceeds of said tax
