tions shall be equipped and paid by the State and shall, in so
far as applicable, be considered a part of the National Guard
of the State.
68. No body of men other than the regularly organized
corps of the National Guard and the militia and the troops
of the United States, except such military organizations as,
and are now in existence, shall associate themselves together
as a military company or organization, or parade in public
as a military company or organization, in any city or town
in this State, except by permission of the Governor and Com-
mander-in-Chief.
69. To promote efficiency, and as a reward for continuous
service, the Commander-in-Chief shall have the power, under
regulations to be prescribed by him, to issue service medals
of appropriate design to officers and enlisted men of the or-
ganized forces of the State, who shall complete ten or more
years of continuous service in the organized forces of the
State. Appropriate ribbon badges may be issued by the
State to represent any medal issued or authorized by the
State, and the wearing of such badge as a part of the uniform
is authorized.
70. Wherever the words "National Guard," "Militia,"
"Active Militia" or "Military forces" appear in this Act
they shall be construed to cover the Naval Militia or Naval
forces of this State wherever applicable and wherever the
words "Army Regulations," "Secretary of "War" or similar
words appear they shall be construed to read '' Navy Regula-
tions," "Secretary of Navy," et cetera, in all matters pertain-
ing to the Naval forces of the State.
71. Whenever the National Guard has been called from
the State by the United States Government or the exigencies
of the occasion are such that the Governor deems it necessary,
he is authorized to organize such number of troops as may be
necessary for a proper protection of the State. Such organi-
zations shall be organized and governed by the provisions of
this act.
72. In order to reward those members of the Maryland
National Guard who volunteered for service in the Spanish-
American War, the Commander-in-Chief shall have power,
under regulations to be prescribed by him, to issue medals of
appropriate designs to officers and enlisted men of the Mary-
land National Guard who served in either land or naval forces
