for the fiscal year which shall begin on January 1st and end
December 31st of each year, which shall be audited by such
committee of persons as may be appointed by the Commission-
ers of Oxford ; and at such other times as he may be required
to do so by this Commission or by the Commissioners of Ox-
ford he shall make such report and furnish such other infor-
mation as may be desired.
The Treasurer shall give bond, in the penalty of such sum
as the Commissioners of Oxford shall require for the faithful
performance of his duties, the cost of which shall be paid by
the Commission, and at the expiration of his term of office
shall turn over all money, books and papers belonging to his
office to his successor. That said Utilities Commission shall
have full power and authority to install electric wiring and
fixtures in the town of Oxford and vicinity, to purchase ma-
terial and employ the necessary labor for such work, to buy
and sell electric materials and fixtures and to borrow money
from time to time upon a note or notes of the Commission,
(which note or notes shall be binding upon the town of Ox-
ford and enforceable as such) such sum of money as may be
necessary to enable said Commission to carry on such work,
such loans however shall at no time exceed in the aggregate
the sum of five hundred ($500) dollars, provided a separate
account shall be kept of the moneys expended or received for
and on account of such work, and that said Commission apply
at frequent periods, excess cash in hand from said work to
the reduction of said loans if any be made.
SECTION 13. That the salary of each member of said Utili-
ties Commission shall be twenty-five ($25) dollars per annum,
and each Commissioner before assuming the duties of his
office shall take the same oath as now prescribed for other
officers of the town of Oxford, and said Commission shall meet
for the transaction of business at least once a week, and at
such other times as may be deemed necessary, and shall keep
a complete and accurate account of its proceedings and of its
receipts and disbursements and shall report the same to the
Commissioners of Oxford once a month or oftener if required.
SECTION 14. The said Utilities Commission shall be and
they are hereby directed and required to apply all revenues
from the electric plant for paying the expenses of properly
keeping up and operating said plant, and pay over the surplus
if any remains, the Commissioners of Oxford semi-annually
