any cause shall be filled by the Governor for the unexpired
term, and until a successor shall qualify. Any member of a
county board shall be eligible for reappointment, unless other-
wise disqualified by the provisions of this section.

SECTION 2. And be it further enacted, That this Act is
hereby declared to be an emergency law necessary for the
immediate preservation of the public safety, and being passed
upon a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly the same shall take effect from the date of its pass-
age.

CHAPTER 169.

AN ACT to refund John W. Wade, Michael J. Wahl, Louis
C. Mossberger, Louis Goeller, Peter Lindenshuth, Harry
Hippel, Anna Schepers, Frank Holtzner, Edward Pet-
zold, Sidney Reinicke, Jacob Gauss. Frank F. Ruff. Au-
gust Kabernagel, Edward Waldman, Peter Tremper,
Patrick J. LeHane, Mary C. Frank, Meta L. Wahaus,
Joe P. Brady, Harry D. Busick, Frank P. Fitzpatrick,
Hillary J. Wade, Geo. M. Price, Edward J. Bell. Vincent
B. O'Malley, Flanagan Brothers, Daniel W. Grim, Anna
B. Dengler, Catherine C. Kinney, and the Elkridge Fox
Hunting Club, licensed Liquor Dealers of Baltimore
County, each $312.50, the pro rata portion of Liquor
License Fees for the period from July 1st, 1919, to May
1st, 1920.

WHEREAS, By an Act of the General Assembly of Maryland
of 1916, Chapter 31, the sale of spirituous and fermented
liquor was permitted in Baltimore County, and in accordance
with the provisions of said Act, John W. Wade. Michael J.
Wahl, Louis C. Mossberger, Louis Goeller, Peter Lindenshuth,
Harry Hippel, Anna Schepers, Frank Holtzner. Edward Pet-
zold, Sidney Reinicke, Jacob Gauss, Frank F. Ruff, August
Kabernagel, Edward Waldman. Peter Tremper. Patrick J.
LeHane, Mary C. Frank, Meta L. Wahaus, Jos. P. Brady,
Harry D. Busick, Frank P. Fitzpatrick, Hillary J. Wade,
Geo. M. Price, Edward J. Bell, Vincent B. O'Malley. Flana-
