290 LAWS OF MARYLAND. [ CH. 161

328-M. All accounts for expenditures shall first be passed
by the Mayor and Commissioners and warrants for same,
drawn on Commissioner of Finances, signed by Mayor and
attested by clerk. No warrant shall be drawn on Commis-
sioner of Finance after his successor has qualified, but all
money in his hands shall be turned over to his successor, but
retiring Commissioner shall collect the unpaid taxes due for
the years of his term of office and pay to incumbent.

328-N. The Mayor and Commissioners shall have full
power to control and protect the public grounds owned by
the corporation whether within the corporate limits or out-
side and property belonging to the town.

The Mayor and Commissioners of Pen Mar shall have and
hereby are vested with the power to build a water system for
Pen Mar, to purchase land, streams or springs, build reser-
voirs, lay water mains, to use said water for fire, for use of
citizens, for fountains, lakes or natatorium or any purpose
that will advance the interest of said town and shall have full
power to charge the users thereof in a manner to best serve
the interests of said town, and shall have full power to act
without submitting the ordinance to a vote of the qualified
voters of said town and shall have power to levy taxes there-
for, and borrow money and issue bonds to pay for said water
system without submitting same to voters of said town, or
contract with any water company for a limited number of
years to furnish water for said town and are empowered to
levy taxes therefor. The Mayor and Commissioners of said
town are hereby vested with authority to grant the use of any
street of said town unto any street railway company of what-
ever power and prescribe the terms and conditions upon
which said use should be allowed. The Mayor and Commis-
sioners are hereby vested with full power and authority to
provide by ordinance for grading, paving, curbing any street,
promenade, lane or road or alley in any part of the town now
or to be opened as a highway, park or promenade or may
hereafter be opened by ordinance and assess the costs there-
for.

328-O. The Mayor and Commissioners are empowered, for
the purpose of defraying the cost and expenses of laying out
or improving the streets, highways, promenades, squares,
alleys, drains and watercourses of said town or for the fur-
nishing of a supply of water for drinking and other purposes
