WHEREAS, It is desirous, both by the Mayor and Council of
Hagerstown and the County Commissioners of Washington
County, that the said bonds for three hundred and forty-
five thousand dollars issued as aforesaid by the Washington
County Water Company on its plant prior to the purchase
thereof by the Mayor and Council and assumed by the Mayor
and Council as aforesaid shall also be exempt from county
and municipal taxation.

THEREFORE, Be it enacted by the General Assembly of
Maryland, That the coupon bonds issued by the Washington
County Water Company on its plant prior to the date of the
purchase of said plant by the Mayor and Council of Hagers-
town, to wit: the sum of three hundred and forty-five thou-
sand dollars issued under a mortgage by the Washington
County Water Company recorded in Liber 125, folio 55, one
of the Land Records of Washington County, be and the same
are hereby exempt from county and municipal taxation.

SECTION 2. And be it further enacted, That this Act shall
take effect from the first day of June, 1920.

CHAPTER 138.

AN ACT to amend Article 11 of the Code of Public Local
Laws of Maryland, title "Frederick County," sub-title
"County Commissioners," as enacted by the Code of
Public Local Laws of Maryland, 1888, and amendments
thereto, and codified in Dennis' Code of Public Local
Laws of Frederick County, by adding new sections there-
to to follow Section 152, and to be designated Sections
152A, 152B, 152C, 152D, 152E, 152F, 152G, 152H, 152I,
152J and 152K, for the purpose of establishing the bud-
get system of finance for Frederick County, and provid-
ing for the manner of administration of the same.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 11 of the Code of Public Local Laws of
Maryland, title '' Frederick County,'' sub-title '' County Com-
missioners," as enacted by the Code of Public Local Laws of
Maryland, 1888, and amendments thereto, and codified in
Dennis' Code of Public Local Laws of Frederick County, be
