SECTION 2. And be it further enacted, That this Act is
hereby declared to be an emergency law, and necessary for the
immediate preservation of the public health and safety, and
being passed by a yea and nay vote, supported by three-fifths
of the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 135.
AN ACT to authorize the State Roads Commission of Mary-
land to construct and thereafter maintain as a part of
the State Road System an improved concrete highway,
from the southwestern corporate limits of Pocomoke City,
a distance of two full miles toward the Pitts Creek
Baptist Church in Worcester County, Maryland.

CHAPTER 136.
AN ACT to repeal Chapter 107 of the Acts of 1908. entitled
"An Act to add an additional section to Chapter 745 of
the Public Local Laws, entitled 'Washington County,'
sub-title 'County Commissioners,' the same to be known
as Section 6A, so as to read as follows: to repeal Section
6 of Chapter 745 of the Acts of 1906, entitled "An Act
to provide for the appointment of Auditors to examine
the books and accounts of the County Commissioners of
Washington County and to report to the County Com-
missioners, and to empower the said County Commission-
ers to levy taxes to pay the expenses of the same"; and
to repeal and re-enact with amendments Sections 1, 2,
3, 4, 5, 7 and. 8 of said Chapter 745, providing for the
appointment of a certified public accountant for Wash-
ington County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 107 of the Acts of 1908, entitled "An
