appeal is taken within ten days next succeeding the day of
which said assessment is made. All assessments authorized
under this Act shall be collected as other town taxes are col-
lected.

SECTION 8. And be it further enacted, That the Mayor
and Common Council of Mount Rainier, shall be required to
consider the construction of sidewalks, streets or gutters, as
provided for herein, whenever 50 per centum of the property
owners, where property shall abut upon such sidewalks, streets
or gutters, shall petition the said Mayor and Common Council
to that effect, but the Mayor and Common Council of Mount
Rainier shall have the discretion and final determination as
to the construction of all of said work, notwithstanding such
petition.

SECTION 9. And be it further enacted, That the provisions
of this Act shall not become effective until the same shall be
submitted to and approved by the qualified voters of the
town of Mount Rainier, at a special election in the town, after
the 1st day of June, 1920. The date of said election to be
fixed by the Mayor and Council. The manner of submission
shall be, that on the ballots at such election there shall be
printed the words, "For Sidewalk and Street Loan," with a
blank square opposite at the right of such words, and immedi-
ately thereunder the words, "Against Sidewalk and Street
Loan," with a blank square opposite at the right of said
words, in which respective squares the qualified voters shall
express their individual determination by a "X" mark in
the square expressing their vote. That said election and the
count of said ballots shall be conducted as provided in the
Town Charter for all general elections. In case of a majority
being rendered against said loan at such election, the Mayor
and Common Council of Mount Rainier may submit the same
question in the same manner and under this Act at the suc-
ceeding general elections in said town for as period of three
successive years, if the same shall not be approved before the
expiration of such period.
