within the said lines to be subject to such taxes and such
changes as may be deemed necessary by the said The Mayor
and Commissioners of Barton or a majority of them, to sup-
port and maintain the expense which may at any time be in-
curred in the government and improvement of said town.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law necessary for the immediate
preservation of the public safety, and being passed upon a yea
and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 86.
AN ACT to authorize and direct the County Commissioners
of Kent County to provide for the building of a Public
School House in Still Pond, Maryland, and to issue bonds
to pay for same, and to levy an annual sum to pay such
bonds and the interest thereon as they mature and to ap-
point a committee for the building and equipping of said
Public School House.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Kent County are
hereby authorized and directed to borrow on the credit of
said county an amount not exceeding seventeen thousand
dollars ($17,000.00) and to issue coupon bonds therefor in
sums of not less than one hundred dollars ($100.00) nor more
than one thousand dollars ($1,000.00), to be signed by the
President of said Board of County Commissioners and
countersigned by the Clerk thereof, and under the corporate
seal of said Board of County Commissioners, to be designated
as Still Pond Public School Bonds, bearing interest at a fixed
rate to be fixed by the County Commissioners of Kent County
not exceeding five per centum per annum, payable semi-
annually on the first day of August and the first day of Febru-
ary of each year, which bonds shall be exempt from all State,
county and municipal taxation in Kent County, and the due
or overdue coupons for interest shall be received by the Treas-
