said polling place; the Mayor of the City of Annapolis shall,
at least twenty days before the clay of election, designate the
location of said polling place, and he shall also appoint two
judges and one clerk of election for said polling place, who
.shall-be residents of and voters in the portion of Anne Arundel
ounty described in Section A of this Act; one of which said
judges shall be a person known to be in favor of "City Ex-
tension" and one of which said judges shall be a person known
to be against '' City Extension ;'' the polls at said election shall
be kept open from eight o'clock in the morning until seven

o'clock in the evening; the ballots to be cast at the said elec-
tion shall have written or printed on them "For the City
Extension" and "Against the City Extension'' with a square
opposite each, and the voter shall designate his choice by mak-
ing a cross mark in the square opposite one or the other of
;said printed or written words; if a person offering to vote is
not a registered voter he or she shall satisfy said judges that
he or she is a taxpayer on property within said territory; at
the close of said polls the judges of election shall count the
ballots which have been cast, and shall ascertain the number
of votes cast "Against the City Extension" and the number

cast "For City Extension," and shall make out under their
hands, attested by the clerk, three distinct statements or cer-
tificates of the number of votes cast "For the City Extension"
and "Against the City Extension," one of which certificates
shall be entered on each of the poll books used at the said
election, and the other one of said certificates shall be by the
said judges delivered to the Mayor of the City of Annapolis,
who shall ascertain the result of the votes cast at the several
voting places, and make known the same by his proclamation
and if a majority of all the votes cast at the said election were
cast for the City Extension, therefrom and after the first day
of July, 1920, all that portion of Anne Arundel County de-
scribed in Section 28 A of this Act shall become and be a part
of the City of Annapolis. Each of said judges and clerk of
election shall, before entering upon their duties make oath or
affirmation before a Notary Public of Anne Arundel County,
which oath shall be returned to the Mayor of the City of An-
napolis and a record kept by him, that he will faithfully and
honestly conduct said election and protect it to the best of his
ability against all frauds and unfairness; any violation of the
terms of said oath shall be deemed a misdemeanor, and shall
