mature and be redeemable on or before the first day of July,
1941.
SEC. 4. And be it further enacted, That when the said
Board of County Commissioners shall have been notified by
the Board of Education of Carroll County of its desire to
avail itself of the provisions of this Act, and of the new public
school building or buildings it proposes to erect and equip,
or old public school building or buildings which it proposes to
enlarge and equip or permanently improve and of the amount
of money that it will require for the erection, enlarging and
equipping each of said buildings, and when the contract there-
for shall have been awarded as hereinafter provided, the said
Board of County Commissioners shall advertise and sell said
bonds as hereinbefore provided, or so many thereof as may be
uecessary to produce the sum of money designated by said
Board of Education, but in no event shall the credit of the
county be pledged to an amount in excess of three hundred
thousand dollars ($300,000.00) for said purpose; and the said
Board of County Commissioners shall pay over to the said
Board of Education the entire proceeds of the sale of said
bonds, less one-half of the amount expended in payment of the
expense of engraving, printing and other outlays in connec-
tion with the issue of the loan hereby authorized and for the
payment of the advertising directed by this Act, and all other
incidental expenses connected with the execution of its pro-
visions in connection with said loan; and the said Board of
Education shall account for the same and the expenditure
thereof in the same manner as it accounts for other monies
passing through its hands.
SEC. 5. And be it further enacted, That said Board of
Education shall award the contract for the work of erecting
new school buildings and equipping the same with heating
plant, and lighting and water fixtures, and the contract for
enlarging or permanent improvement of and equipping with
heating plant and lighting and water fixtures old public school
buildings, to the lowest bidder therefor, after the said Board
of Education shall have advertised for bids therefor, and the
said Board of Education shall require the successful bidder
or contractor to whom the work is awarded to make a contract
in writing for the faithful performance of his work, and in the
said contract the said builder or contractor shall agree, as
