LAWS OF MARYLAND [CH. 642

SEC. 7. And be it further .enacted, That the said the
Mayor and Aldermen of Frederick are hereby authorized and
empowered to levy annually taxes upon the assessable prop-
erty in said city to an amount that they may deem proper for
the maintenance of said park. And said the Mayor and
Aldermen of Frederick are authorized and empowered to
adopt such rules and regulations governing the care, protec-
tion and management of said park as it may deem necessary
or proper.

SEC. 8. And be it further enacted, That the provisions of
this Act shall not become effective unless the same, when
submitted, as hereinafter provided, to the qualified voters
of Frederick, at a special municipal election to be held in
said City on the first Tuesday in July, 1920, shall be approved
as hereinafter stated. The provisions of this Act shall be
published in full at least three times in each of the daily
newspapers published in said city, the first of said publica-
tions to be not less than ten days before the time, of said
election. The polling places for such special election shall
be fixed in the same manner and by the same officials, and
the polls shall be kept open between the same hours prescribed
for the holding of the regular municipal elections. There
shall be no special registration of voters for such special
election, and only those persons whose names are on the lists
of voters used at last regular municipal election shall be
entitled to vote at the special election herein provided for.
The manner of submission shall be as follows, to wit: On
the ballot at said special election there shall be printed the
words, "For Bonds for Memorial Park," with a blank square
opposite at the right, and the words "Against Bonds for
Memorial Park," with a blank square opposite at the right.
And all voters desiring to vote for the provisions of this Act
shall place a cross (X) mark in the square opposite the
words "For Bonds for Memorial Park," and all voters desir-
ing to vote against the provisions of this Act shall place a
cross (X) mark opposite the words "Against Bonds for
Memorial Park." If at the said special election held under
the provisions of this Act a greater number of said qualified
yoters shall vote in favor of said bonds than shall vote against
said bonds, then and in that event the provisions of this
Act shall immediately go into effect and become operative.
