122 LAWS OF MARYLAND. [CH. 62

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 105-F and 105-G of Article 10 of the Pub-
lic Local Laws of Maryland, title "Dorchester County," sub-
title "County Commissioners, County Treasurer and Collect-
ors," as said sections were enacted respectively by Chapter
314 of the Acts of 1918 and Chapter 27 of the Acts of 1916,
be and they are hereby repealed and re-enacted with amend-
ments, and that a new section be added to said Article 10, to
be known as Section 105-GG, to follow immediately after Sec-
tion 105-G of said Article, and to read as follows:

105-F. The revenue derived from all of the sources thereof
shall be devoted absolutely to the paying and defraying the
said estimates in detail and the said ten per cent of the ag-
gregate of estimates or whatever part of the same that may
be levied, shall be used only for emergency purposes, and in
no event shall any money be diverted from the estimate to
which it is dedicated for any purpose.

105-G. The Board of County Commissioners of Dorchester
County shall not after the first day of May, 1916. create any
obligation or liability on the part of or on the credit of the
county which shall be a floating debt, and no temporary loan
shall be made to pay any deficiency arising from a failure to
realize sufficient income from revenue and taxation to meet
the amounts provided for in the said list of estimates; but the
Board of County Commissioners may temporarily borrow
money for the use of the county in anticipation of the receipt
of taxes levied for any year, provided that they shall not in
the manner and for the purpose aforesaid borrow in the ag-
gregate more than seventy-five thousand dollars, and such
sum so borrowed shall all be repaid and such demand fully
satisfied on or before the first day of April, following the
beginning of the fiscal year in which the said money is so
borrowed, and the said Board of County Commissioners shall
not borrow any money for any purpose between the first day
of April and the thirtieth day of April ensuing, or the close
of the said fiscal year, except, however, such certificates of
indebtedness that may be issued from time to time by the said
County Commissioners (1) for the maintenance and support
of the public schools in said county and (2) for the main-
tenance and repairs to the county shell roads and bridges,
not exceeding sixty thousand dollars in any one fiscal year as
