the Mayor and countersigned by the Secretary and Treasurer,
and the said Secretary and Treasurer shall keep in a book
for the purpose a full registry of the bonds sold, the number
of bonds and name of purchasers and the amount realized
on the sale and any transfers and assignments of the same.
The said funds shall be available for the improvement of
the public streets of said town.

SEC. 4. And be it further enacted, That the question
whether said bonds shall be issued by the Town of Berlin,
shall be submitted to the registered and qualified voters of
said town at the regular town election to be held in May, 1920,
and there shall be printed on each ballot the words "For
Improvement Bonds" and "Against Improvement Bonds,"
the same to be printed on the ballots as to give the voter an
opportunity to designate by a cross (X) in a square or box-
opposite the above-mentioned words, his answer to such ques-
tion.

If a majority of those voting on the question at said election
shall be in favor of issuing the above-mentioned bonds, then
this Act shall immediately become effective, but if a majority
of those voting on the question shall be against the issuance
of said bonds, this Act shall be of no effect and the said
bonds shall not be issued.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law necessary for the immediate
preservation of the public health and safety, and being passed
upon a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 585.

AN ACT to authorize and direct the County Commissioners
of Worcester County to issue bonds for he purpose of
building and equipping a new public High School build-
ing in Stockton, in Worcester County, and to submit to
the legally qualified voters of said County the question
of whether or not said bonds shall be issued.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That for the purpose of building and equipping
