being passed upon a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 3.
AN ACT to repeal and re-enact with amendments Sections 742
and 743 of Article 4 of the Code of Public Local Laws of
Maryland Revised Edition of 1915, title "City of Balti-
more," sub-title "Police Commissioner," and to repeal
and re-enact with amendments Sections 745 and 745 1/2
of the said Article, as the said Sections 745 and 745 1/2
were repealed and re-enacted with amendments by Chap-
ter 129 of the Acts of the General Assembly of Maryland
of 1918; and to repeal and re-enact with amendments Sec-
tions 745H, 746, 768A, and 773 of the said Article, so as
to increase the pay of persons holding certain offices, ranks
and grades in the Police Department of Baltimore City,
and to make certain changes in the offices, ranks, grades
and duties of such persons.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That. Sections 742 and 743 of Article 4 of the Code of
Public Local Laws of Maryland (Revised Edition of 1915),
title "City of Baltimore." sub-title "Police Commissioners,"
and Sections 745 and 745 1/2 of the said Article, as the said
Sections 745 and 745 1/2 were repealed and re-enacted with
amendments by Chapter 129 of the Acts of the General As-
sembly of Maryland of 1918, and Sections 745H, 746, 768A,
and 773 of the said Article, be and the said Sections 742, 743,
745, 745 1/2 745H, 746, 768A and 773 are hereby repealed and
re-enacted with amendments so as to read as follows:
742. The said Board of Police Commissioners shall select
some suitable person to act as secretary to the Board, whose
duty it shall be to keep minutes of the proceedings of the
Board, take charge, by direction of the Board, of all prop-
erty seized or found by the police or detectives, and to per-
form all clerical and proper duties required of him by said
Board and it shall be the further duty of said secretary to
