The legislature shall have power by
law to regulate all matters in relation to
the Judges, time, place, and manner of
holding elections for, and of making re-
turns thereof, not affecting the tenure and

term of office thereby,
The returns of the election of, except
otherwise ordered, shall be made in like
manner as in elections for Electors of
President and Vice-President of the Uni-
ted States, save that the form of certifi-
cates shall be varied to suit the case, and
that the returns instead of being made to
the, and Council, shall be made to the
President of the Senate, enclosed under
cover to the Secretary of State, by whom

they shall be delivered, &c.
Of the persons voted for as, the person
having in the judgment of the senate, the
highest number of votes, and possessing
the legal qualifications, &c. shall be, and
shall qualify, &c. on the first Monday in

January next ensuing his election, &c.
All questions in relation to the legali-
ty of votes given for, of qualification of,
