law, and whose appointment shall not be
otherwise provided for by the constitu-

This prevision not to effect the commis-
sions of persons in office, when this act

goes into effect,
Shall have power to fill any vacancy
?in such office, during the recess of the

senate,
Commissions in such case shall expire
upon the appointment by and with the ad-
vice of the senate, of the same or some

other person,
Or at the expiration of one month from
the commencement of the next regular

session of the Senate,
Same person shall not be nominated a
second time during the same session, for
the same office after being rejected by the
Senate, unless by message the Senate sig-
nify their willingness to receive such re-

nomination,
Nor shall he appoint the person reject-

ed to such office during the recess,
He shall within one month after this
act shall go into operation, and annually
thereafter, during the regular session of
the senate, and on such particular day, or
within such period as shall be prescribed
