which this is a supplement,
After payment of the principal and in-
terest of the loan authorised by this act,
the State's claim for the principal sum,
one million of dollars, shall remain as be-

fore the passage of this act,
No loan to he negotiated on terms
which will require the repayment of any

part thereof, in less than ten years,
