CHAPTER 149.

CHAP. 150.

An act supplemental to the act, entitled, an act to blend
New-Town, Trap, and New-Freedom, in Frederick
County, into one, by the name of Jefferson, and to es-
tablish boundaries of lots, by commissioners, and to
incorporate the same, passed February sixth, eighteen
hundred and thirty-two.

Passed Mar. 6.
1837.

Be it enacted by the General Assembly of Maryland,
That the elections of commissioners under the act to
which this is a supplement, be hereafter held on the
first day of May annually, and that the election polls
shall be kept open from twelve o'clock, M. until four

o'clock, P. M.; and that the said commissioners of Jef-
ferson, shall and may prohibit hogs from running at
large within the taxable limits of Jefferson, under any
such penalty as they may deem proper and just; provi-
ded, the penalty imposed for each hog that may be run-
ning at large within the limits aforesaid, shall not ex-
ceed the sum of two dollars.

CHAPTER 150.


An act to prohibit the owners of Vessels, and others from
navigating the same by and under the sole command of
Negroes or Mulaftoes.

1837.

WHEREAS, great inconvenience and injury, has been
found to result to the citizens of this State, from the
practice of navigating vessels entirely by negroes or
mulattoes, whereby a clandestine trade is carried on
and slaves intending to abscond from their masters
and owners, find great facility, for remedy whereof.

Preamble

SECTION 1. Be it enacted by the General Assembly of
Maryland, That from and after the first day of May
next, it shall not be lawful for any person owning in
whole or in part, or having hired in whole or upon
shares, any schooner, sloop or other vessel, required
by the laws of the United States to be registered, to
navigate or work, or cause the same to be navigated
or worked within the waters of the State of Maryland,
without having on board said schooner, sloop, or other
