collected shall be applied as hereinafter provided to the pay-
ment of the said bonds as they severally mature and the inter-
est thereof semi-annually, which said bonds and coupons, when
issued, shall be a lien against the taxable property of said
County, and be non-contestable for any cause whatsoever and
the said bonds and coupons, when issued, when redeemed,
whether before or after maturity, shall be cancelled and it
shall be the duty of the County Commissioners to cancel the
same.
SEC. 5. And be it further enacted, That the County Com-
missioners be and they are hereby authorized, empowered and
directed to apply the proceeds of the bond issue herein author-
ized, to the extent of Forty Thousand Dollars ($40, 000. 00),
together with a certain donation of Four Thousand Dollars
($4, 000. 00), as hereinafter provided, to the payment for and
building an improved public road from the State Road at
Olney, known as the Olney-Laytonsville Road, to the improved
road from Laytonsville to Gaithersburg in said County.
All building and improving authorized under this Act to
consist of the grading of the said road, construction of bridges
and culverts and the construction thereon of a macadam or
other durable surface according to the plans and specifications
approved by the Road Superintendent of Montgomery County.
SEC. 6. And be it further enacted, That the County Com-
missioners of said County are hereby authorized and empow-
ered in their discretion, to re-locate any part of the present
road bed of said road.
SEC. 7. And be it further enacted, That on or before the
First day of September, 1916, upon such terms and conditions
and the execution and assurance, by satisfactory evidence in
writing, as the County Commissioners may prescribe and de-
termine there shall be donated to the County Commissioners
of said County, the sum of Four Thousand Dollars ($4, 000. 00),
to be applied by them, in addition to the sum of Forty Thou-
sand Dollars ($40, 000. 00), hereinafter provided, for the said
building and improving of the aforesaid road; otherwise this
Act to be null and void.
