shall appoint a proper person to fill such vacancy until the next
general election, and if the term of the commissioner or com-
missioners on account of whose death, resignation or incapacity
the office has become vacant, be not then completed, a com-
missioner shall be elected to serve for the unexpired term
caused by the said vacancy.
105-3. The powers and duties of the said County Com-
missioner shall be such as are now and may hereafter be pre-
scribed by law.
SEC. 2. And be it enacted, That this Act shall take effect
from and after the 1st day of June, 1916.

CHAPTER 431.
AN ACT to repeal Section 68D of Article 6 of the Code of
Public Local Laws, title "Caroline County, " sub-title "Coun-
ty Treasurer, " as amended by the Acts of 1892, Chapter
211, and to repeal and re-enact with amendments Section
68C, which was added to the said sub-title by the Acts of
1904, Chapter 611.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 68D of Article 6 of the Code of Pub-
lic Local Laws, title "Caroline County, " sub-title "County
Treasurer, " as amended. by the Acts of 1892, Chapter 211, be
and the same is hereby repealed, and that Section 68C, which
was added to the said sub-title by the Acts of 1904, Chapter
611, be and the same is hereby. repealed and re-enacted with
amendments to read as follows:
Section 68C. On the first day of January in the year for
which taxes are levied, all taxes shall be due and payable, and
if not paid on or before the first day of September in said year
shall bear interest from said first day of September at the rate
of six per cent., and immediately after the first day of January
the Treasurer shall deliver or mail to the last known postoffice)
address to each delinquent who has not prior thereto received
