as aforesaid, shall forfeit and pay to the County Commission-
ers of Baltimore County a fine or penalty of fifty dollars, when
said building is of the value of one thousand dollars or less,
and an additional penalty of twenty-five dollars for each addi-
tional thousand dollars in value, said fine or penalty to be a
lien on the building and to be collected by the said County
Commissioners in an action of debt brought in their name be-
fore any justice of the peace of said county, or by proceedings
in equity for the enforcement of such lien, and whenever any
such inspector of buildings shall refuse such permit, he shall
certify his reasons therefor in writing to the County Commis-
sioners of Baltimore County, and the said County Commis-
sioners shall grant or refuse such permit by an order in writ-
ing, and from such order there shall be an appeal by the per-
son or persons applying for said permit to the Circuit Court
for Baltimore County, the decision of which court shall be
final in the premises, said appeal to be taken within thirty
days from the passage of said order.

CHAPTER 429.
AN ACT to repeal and re-enact with amendments Sections 104,
105, 105A, 105B and 105C of Article 10 of the Code of
Public Local Laws of Maryland, title "Dorchester County, "
sub-title "County Commissioners, " as enacted by Chapter
252 of the Acts of the General Assembly of Maryland, 1904,
relating to the number, term, election and compensation of
the County Commissioners of said County, and decreasing
the number of said County Commissioners to three.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 104, 105, 105A, 105B and 105C of
the Code of Public Local Laws of Maryland, title "Dorches-
ter County, " sub-title "County Commissioners, " be and the
same are hereby repealed and re-enacted, with amendments, to
be numbered 104, 105, 105-1, 105-2, and 105-3, so as to read
as follows:
Section 104. At the General Election to be held in Dor-
chester County, on the first Tuesday after the first Monday
in the month of November, 1917, there shall be no County
