CHAPTER 420.

AN ACT to submit to the registered and qualified voters of
Charles County, Maryland, to determine by ballot at the
General election to be held in said County on the first Tues-
day after the first Monday in November, 1916, whether or
not a special School Tax shall be charged and collected from
every male citizen and resident of said County, above the
age of twenty-one years, in accordance with the provisions
of this Act and providing the method of the collection there-
of and the penalty for failure to pay said special tax or
assessment in the event the said voters shall determine that
same shall be collected.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of Election Supervisors for Charles
County shall cause to be submitted to the registered and qual-
ified voters of said County at the next general election to be
held therein on the first Tuesday after the first Monday in
November, 1916, the question as to whether or not a special
School Tax shall be charged and collected from every male citi-
zen and resident of said County, above the age of twenty-one
years, by causing to be printed upon the official ballot at said
election, in proper and legal form, the words "For Special
School Tax" and the words "Against Special School Tax, " on
separate lines; and in event the majority of said voters shall
declare for said "Special School Tax" the same shall be charged
and collected in accordance with the provisions of this Act; and
the said Board of Election Supervisors shall cause to he pub-
lished in at least two papers printed and published in said
County, a synopsis of the provisions of this Act in at least
three issues of said papers, prior to the said election, in order
that the voters of said County may have notice and intelligently
pass upon said question at the polls.

SEC. 2. And be it further enacted, That in event said voters
shall declare in favor of said "Special School Tax, " it shall
then be the duty of every male citizen and resident of said
Charles County, of twenty-one years of age and over, to pay to
the County Superintendent of Schools or his Assistant, a Spe-
cial School Tax for the year 1917, and annually thereafter,
which said tax shall be devoted to the increase of teachers'
salaries in said County or the extension of the school term, in
the discretion of the Board of County School Commissioners.
Said "Special School Tax" shall be payable between the first
