ment of said work, and the County Commissioners of each
County are hereby fully authorized to levy such sum of money
in one year or extend it over a period not exceeding five years
in equal amounts each year with an additional sum each year
to pay the interest upon the unpaid portions of said money to
be levied. And said County Commissioners in each of said
Counties are hereby authorized in making said levy upon said
swamp lands and lands drained, to have the right to levy upon
each swamp district or zone in each of said Counties, such pro-
portion of said taxes as they may deem proper according to
benefits received so as to make said tax fair and equitable.
SEC. 6. And be it enacted, That should the State of Mary-
land make an appropriation to aid in this work, without de-
claring how the same shall be applied, then the same shall be
applied to the amount of debt incurred in each County in drain-
ing said swamp lands according to the number of acres of
swamp land in each of said Counties.

CHAPTER 418.
AN ACT to make the thoroughfare in the thirteenth election
district of Baltimore County leading southerly from Rolling
Road beside the Baltimore and Ohio Railroad to Viaduct
Avenue at Relay, a county road and public highway, and to
provide for the widening and maintenance of the same.
WHEREAS, The thoroughfare in the thirteenth election dis-
trict of Baltimore County leading southerly from Rolling Road
beside the Baltimore and Ohio Railroad to Viaduct Avenue
at Relay, has existed and been used by the general public with-
out interruption for more than fifty years, and is a public con-
venience and necessity; but being less than thirty feet wide
the local laws of Baltimore County prohibit the acceptance
thereof by the Highways Commission of Baltimore County as
a county road without a special Act authorizing the same;
therefore,
