erty and estate of this Corporation, a majority of whom shall
be members of the Methodist Episcopal Church, as provided
in said deed, and who shall appoint a Board of Managers con-
sisting of not less than fifteen nor more than twenty ladies of
intelligence, Christian activity and skill, a majority of whom
shall be members of the Methodist Episcopal Church and a
majority of whom shall be residents of Westminster, and who
shall have the general management and control of the opera-
tions and conduct of said Home.
SEC. 3. And be it enacted, That in case a vacancy should
occur in said Board of Trustees by death, resignation or other-
wise, the remaining members shall fill such vacancy by select-
ing some other suitable person to fill such vacancy, provided a
majority of such Trustees shall always be members of the
Methodist Episcopal Church, and vacancies in said Board of
Managers shall be filled as the By-Laws of said Corporation
shall provide.
SEC. 4. The said Board of Managers shall be authorized to
adopt such By-Laws, rules and regulations, subject to the ap-
proval of the Board of Trustees, providing for admissions to
said Home and the conduct thereof, as will best promote the
benevolent purpose of the originators thereof in order to make
and keep said Home a safe and pleasant place of residence for
the inmates thereof, surrounded with healthful Christian in-
fluences.
SEC. 5. And be it enacted, That the Home to be established
and maintained under the provisions of this Act shall be as a
Home for aged persons of Westminster, Carroll County, and
such other aged persons from beyond the corporate limits of
said City of Westminster as may be members of the Methodist
Episcopal Church or lineal descendants of said David and
Elizabeth Cassell.
